Incorrect architecture installed - should be X86-64, but get Arm64 instead

Describe the bug.

VSCode is installing the wrong runtime version. I am using Windows 11 on an AMD x86-64 CPU. It is attempting to install Arm64.

Reproduction Steps

delete previously bad downloded files (.dotnet*arm64*... ) and then wait a while

Expected Behavior

I would expect the .NET install tool to NOT download Arm64 on my X64 windows 11 machine.

Any chance you had previously used an arm64 vscode on that machine in the past? This might be fixed by #2695
