Incorrect architecture installed - should be X86-64, but get Arm64 instead #2712

Describe the bug.

VSCode is installing the wrong runtime version. I am using Windows 11 on an AMD x86-64 CPU. It is attempting to install Arm64.

VSCode version:

Reproduction Steps

delete previously bad downloded files (.dotnet*arm64*... ) and then wait a while

Expected Behavior

I would expect the .NET install tool to NOT download Arm64 on my X64 windows 11 machine.
