Banner to promote important things

As an editor, I would like to promote important things so that site visitors immediately find the most important information.

We would use this to promote https://www.drupal.org/association/drupal-cares-challenge and other things like mountain camp, ...

• A banner can be placed on the start page to promote an important thing
• The banner contains a title, teaser text and background image that can be configured
