VATZ Development regarding Validator Policy V2

As we discussed in V2 monitoring while our workshop, we need to set up an dashboard to checking validators.

• Set up an GCP monitoring system.
  • Set up GCP logging in validtor-k8s projects for Test Run with Several Calls.  #566
  • Update HealthCheck for send message data that VATZ is running.  #556
• Develop Plugins that collect 3 metrics(up, blockheight, validator) all protocols
