Documentation: Eliminate the Settings Specific to Individual Tools section #3378

Description

@jprestop

Describe the Task

Some configuration options are defined in two spots in the MET User's Guide. For the Gen-Ens-Prod tool, for example:
Section 5.3.1 (Settings Specific to Individual Tools > GenEnsProdConfig_default)
Section 9.3.4 (Gen-Ens-Prod Tool > Practical Information > gen_ens_prod Configuration File)

Remove the 5.3 Settings Specific to Individual Tools section entirely and place that information with the tool.

Carefully review what's in 5.3 Settings Specific to Individual Tools and ensure the information is already contained in the specific tool and then remove the entire 5.3 section.
