Bug: auto dismissal does not work as expected

It seems that when a commit is added to an approved PR, only the reviews of write-allowed reviewers are automatically dismissed.

Example: eclipse-score/.eclipsefdn#147

• PR created
• PR approved by project lead
• PR approved by eclipsefdn-security member
• commit pushed
• approval of eclipsefdn-security member automatically dismissed
• PR is still eligible for auto merge, as it remains approved by project lead

That is how GitHub PRs work afaict, it only dismisses reviews from people that can actually write to the repo.

otterdog would have to do its own review dismissal to be correct.
