Just for completeness, the artifact is not corrupt, but ti references maven-plugins as compile dependencies what is quite unusual and sad enough the plugin referenced is not available from maven central at all :-\

Yes, and I only look at this because the platform uses an ancient version of org.jdom that's only available in cvs-based Orbit builds that is needed for jxapth...
