[Phase 3] Configure production deployment on Railway

Description

Set up Railway deployment: API service, worker service, managed PostgreSQL, managed Redis. Auto-deploy on merge to main.

Acceptance Criteria

• Railway project configured with all services
• Environment variables set in Railway dashboard
• Auto-deploy on push to main branch
• Production URL accessible
