You are able to self host a Ouisync relay server from my understanding but there is not way to change the URL for a repository.
I would like to suggest adding a setting for repositories to be able to add/remove URLs for the repository. A user can choose what Ouisync servers a repository will use to relay data between devices and could even use multiple servers by using the second, third, fourth server as a fallback. For example...

182.212.87.24
http://sync.johndoe/
When the user shares the repository URL, the user can choose which server to share it with.
When a repository is imported, it will also import all of the servers URLs the repository is synced through.
