Cited works mandatory in the bibliography? #455

Description

@danbalogh

The old EGD says that any bibliographic item cited (e.g. in a commentary etc.) must be mandatorily listed in the bibliography. I have certainly not been following this and have not listed in the bibliography citations of e.g. dictionaries, grammars or primary sources. It also seems to disagree with the definition of the secondary bibliography as "any publications relevant to the inscription other than independent integral editions, such as re-publications of previous editions, reports, partial readings or translations, descriptions/discussions of the inscription’s content, the support, specific readings, etc."
I propose removing this instruction from the EGD but wanted to run it by you first.
