Add per-session visibility of some tools

Currently, all enabled tools are visible in all sessions.
FastMCP provides a way to control tools visibility per session by adding tools that unlock a group of other tools.

The prime candidates for this feature are BacketFS tools.
Also can be used for dialect tools and system tools.
