[FEATURE REQUEST]: Create `ax_community` cf `botorch_community`

Motivation

Allows users to share widely interesting external generation nodes implemented to work with Ax. Allows for standardization and best-practice use of that API to develop.

Describe the solution you'd like to see implemented in Ax.

A similar setup to botorch_community where the maintainers do not guarantee support and each community contribution has its own code author.

Describe any alternatives you've considered to the above solution.

Yes!! This would be great.
Here are two examples we (with @FilipFekete) could contribute:

• TuRBOGenerationNode adapted from @CompRhys
• MorboGenerationNode adapted from the morbo repo
  with probably more to come.

(@CompRhys check out the Morbo node, it may still need some work, but it worked for us)
