Add vibration support

Add the capability to access the vibration motor of the gamepad

Windows:

I did some research and for haptic feedback support, GameInput v0 looks like it won't support it. Any newer GameInput version causes the runtime requirement. So that either has to be accepted in the future or another rewrite to Xinput (caped at max 4 connected devices, less support for non-xbox controllers).

Basically to add support for haptic feedback support there will be some other drawback. 🙃

Vibration is a very common test scenario for controllers, so why not just add it?
