According to the documentation for xmldocs, <seealso /> is supposed to be a top-level tag, not a link within text (that's what <see /> is for). But currently, FSharp.Formatting ignores top-level <seealso /> tags.
I think they should be handled by adding a "See also:" section containing a bullet list of top-level <seealso /> links in the item's xmldoc.
