Since we're already allowing users to upload their lexicons to HappyView, why not allow them to publish those lexicons to the network?
This MUST be optional. We shouldn't force users to publish their lexicons.
This will allow lexicon publishing to go both directions: users can publish lexicons manually from HappyView, or if they have another solution set up to publish lexicons then they can connect them as network lexicons.
