Terrible performance using CSS filter blur on FireFox while toggling cart.

I've come across this issue a few times in other projects, and I still have not found a working solution. Besides just not using filter blur in projects because of Firefox's performance. In my research, I found a few old FF bugs, but no one seems to be talking about this recently.

I would have just created a PR removing the filter from PageContentRoot component in PageContent.js but, I wanted to see if anyone else may have figured this out.
