Add a validation in leave site route that if some charges are left to pay so without the payment the tenant can't leave the site

In this route:

you have to modify the check in the route of leave site 
its simple that if the site which tenant want to leave is having some pending charges he/she can't leave the site and in the message it should return that "Charges Are Pending"
