ci: re-trigger checks — 'minimal build' delivery was lost in the GitHub outage
No source change. #611 had minimal-check, closure and all five report checks green, but 'minimal build' (plus CodeRabbit and license/cla) never started — their webhook deliveries were dropped during GitHub's partial outage on 2026-08-17, leaving the PR BLOCKED on a required check that was never queued. An empty commit moves the head SHA, which re-requests the full suite.
