assign a Google Cloud Platform (GCP) Project to Apps Script proejct using cli?

Is there a way to assign a GCP Project to an Apps Script using clasp? i.e. not doing on the web

Unfortunately not. The underlying apps script management API doesn't support that, though have filed a feature request for it.
