[services] update swagger to 5.32.0 (#15312)

## Change Description

Updates our swagger import to 5.32.0. Fixes
hail-is/hail-security#71

Note: After the changes made in #15065, this looks like a simple drop in
replacement of the static js files, no extra manual adjustements needed
this time.
