Enabling Email - Org Monitoring

Has anyone managed to get email notifications working with org monitoring?
I've got the following set:
NOTIF_EMAIL_ADDRESS: ${{ secrets.NOTIF_EMAIL_ADDRESS }}

But I'm getting the following:
"Missing refresh token. User might not have been authorized."
