This document provides comprehensive implementation guidance for two CareGuard configuration and tooling issues:
- Issue #257: Remove unused
USDC_SACenv var and add CI validation - Issue #262: Add
get_wallet_balancetool for real on-chain balance
Remove unused USDC_SAC environment variable from .env.example and add CI script to detect unused env vars.

## Summary
This PR addresses two configuration and tooling improvements for CareGuard:
1. **Issue #257**: Remove unused `USDC_SAC` environment variable and add CI validation
2. **Issue #262**: Add `get_wallet_balance` tool for real on-chain balance
## Changes
### Issue #257: USDC_SAC Cleanup
- ✅ Removed `USDC_SAC` from `.env.example` (not used in codebase)
- ✅ Added `scripts/check-env-vars.ts` to detect unused env vars
- ✅ Added GitHub Actions workflow `.github/workflows/check-env-vars.yml`
- ✅ Added npm script `check:env-vars`
**Why**: The `USDC_SAC` variable was defined but never used. This cleanup prevents confusion and ensures `.env.example` only contains actively used variables.
**CI Validation**: The new script scans the codebase for `process.env.VAR_NAME` references and flags any env vars in `.env.example` that aren't used. This prevents future unused vars from accumulating.
### Issue #262: Wallet Balance Tool
- ✅ Added `getWalletBalance()` function to `agent/tools.ts`
- ✅ Registered tool in `agent/server.ts` executeTool switch
- ✅ Added tool definition to `TOOL_DEFINITIONS`
**Why**: The agent can now check its own wallet balance via the LLM tool interface, enabling proactive balance monitoring and better error messages when funds are low.
**Implementation**: Fetches real-time balance from Stellar Horizon API for both USDC and XLM. The existing `/agent/wallet` dashboard endpoint continues to work unchanged.
