revert(release): defer v0.75.0 until the pending work has merged

Reverts 871b924 (chore(release): version packages, #1687).

Holding the release so more work can land first. Leaving the version bumped
would split the notes: the next changeset-bearing PR would bump 0.75.0 to
0.76.0, and the release notes for that version carry only its own CHANGELOG
section, so everything already assembled under 0.75.0 would never appear in
any published release.

Restoring the 100 pending changesets instead means the changesets bot
regenerates one version PR covering both the existing work and whatever lands
next, so the eventual release ships with complete notes.

The v0.75.0 draft was deleted; it carried no tag and no assets, so nothing was
published and no operator saw it. MIGRATION.md is deliberately left as-is —
its stamped section is folded into the next one when the version is re-cut.
