feat(integration): AI-adoption signals via Copilot metrics #1679

Visionary vertical: AI-assisted development practices — for an AI mentor, how a team adopts AI tooling is itself practice context (adoption breadth, acceptance patterns, AI-heavy vs AI-light work areas). GitHub exposes org-level Copilot usage metrics via API behind a fine-grained org permission.

Not yet provisioned: verify the exact permission name in the App picker (Copilot Business management / metrics read), assess the privacy posture FIRST — per-user AI usage is sensitive; likely aggregate-only ingestion with the same consent/transparency treatment as other personal signals (#1644 ledger, record of processing) — then provision the read in a batched approval round.

Done when the privacy assessment is written, the permission is provisioned (if green-lit), and aggregate adoption metrics are available as practice context. Low priority; the privacy assessment gates everything.
