[HIP-1342] Initial overview and evaluation

Background

Evaluate HIP-1342.
In order to improve the process of initial design of the implementation of the HIP we will spend more time understanding all the POVs by doing the following:

1. Proofread the proposal and evaluate any updates it might need.
2. Look for misunderstood concepts and potential points of failure.
3. Verify the impacts and check for breaking changes.
4. Communicate any updates with HIP author and work group.
5. Provide a summary page of decisions and findings.

Acceptance Criteria

1. HIP proposal evaluated
2. Notion page with the results is created
