Syncing config options between GitHub Action, Docker, ...

Today we have:

• Solo CLI (this repo)
• Solo GitHub Action (https://github.com/hiero-ledger/hiero-solo-action)
• Solo docker container PoC (https://github.com/hiero-ledger/hiero-solo-action/tree/main/local)
• Upcoming Solo docker container (Feature: Solo Docker container image #2387)

I would like to see a very similar configuration possibility for the Solo GitHub Action and Docker container, as I assume many people will use Docker on their local machines and the action for CI. By doing so devs can use similar setups locally and in CI.
