refactor: strip per-tool descriptions, symlink dev translations

- Remove per-tool description lines from translations (name-only is
  sufficient for toggle labels in the Supervisor UI)
- Remove redundant group-level descriptions from enabled_tools and
  pinned_tools sections
- Replace homeassistant-addon-dev/translations/en.yaml with a symlink
  to the addon version (files were byte-identical)

Reduces diff from ~3300 to ~1800 lines.
