Webhook not work on some orgs

**Bug description.**
Some users cannot be search when setting webhook. For example I want to add https://huggingface.co/huihui-ai , but only https://huggingface.co/support-huihui can be searched. In fact user huihui-ai  belongs to org support-huihui
