Generate DEPENDENCIES.md files in the release flow

The DEPENDENCIES.md file was not generated during the release flow.
It should be performed in the same way as in the identus-cloud-agent.

It shouldn't be hard to add the DEPENDENCIES.md generation to the release flow.
