fix(console): prevent blank workflow history poisoning

Fixes #1539

• reject blank workflow chat input before persistence and downstream calls
• skip legacy invalid history rounds without deleting stored records
• preserve valid multimodal history and remove unrepresentable file-only workflow rounds as pairs
• add regression coverage for blank, Unicode whitespace, invalid URLs, and history ordering
