cmdsrv get_incomplete_jobs uses wrong format for jobs.create_datetime

#653 is the source of these problems, which may be more wide spread than just this one instance. At the time I thought is was just a library change for compliance, but the data in the database has actually changed, so this is a breaking change.

A side effect is that login fails, because cmdsrv init fails. So the symptom looks different than the actual problem.

get_last_jobs_stat uses strftime('%s', jobs.create_datetime) and seems to work

Hmm, #661 fixes the problem for me, I tested before and after that commit. Before tim-moody@a00dbe9 login fails, afterwards it succeeds. I did notice that on iiab/iiab#4443 someone mentioned that it didn't fix the issue for them, though.
