Bump nconf and snyk

Removes [nconf](https://github.com/flatiron/nconf). It's no longer used after updating ancestor dependency [snyk](https://github.com/snyk/snyk). These dependencies need to be updated together.


Removes `nconf`

Updates `snyk` from 1.99.1 to 1.1035.0
