Bring optimizations from ASU into the wwdh pygeoapi fork

We have done a fair amount of optimizations for ASU like parallelizing the collections/ endpoint and adding a helper to cache internally in pygeoapi

This would be very useful to bring into wwdh, however, the diff is quite large so I am unclear how to resolve this. I also don't want to bring in changes that affect the ontology if this would break anything in the hub.

As such, I will hold off to merge anything but I do think this is something we should think about

I suspect that the git diff would look significantly cleaner if we rebase against upstream in the fork but that also begs the question if we want to do that or if we intend on having pinned versions that are not updated.

This whole fork workflow may be something we should talk about a bit more.
