.pp.ua not recognized as a tld

Bug Description

When opening the "block this sitd" popup on a .pp.ua site, the .pp.ua TLD is recognized as a TLD but as a domain (pp.ua) with the "add rule ro block the full site by default" option.

Steps to Reproduce

Enable the option to add rule to block the full site by default
On a .pp.ua site (there are not a lot, so the example will be a site i actually want to block, upsocial pp ua)
Click on the ublacklist extension icon
The "block this site" popup defaults to pp.ua

Expected Behavior

The rule should be example.pp.ua

Actual Behavior

The rule is pp.ua

The root cause is that tldts.getDomain() is called without allowPrivateDomains: true, so suffixes registered in the PRIVATE section of the Public Suffix List (pp.ua, github.io, etc.) are not recognized as effective TLDs.
