Description of the bug

Disabling a plugin and then restarting Jellyfin Server results in the plugin being active afterwards.

Reproduction steps

  1. Disable a plugin
  2. Restart the Server
  3. View the plugin's status (active)

What is the current bug behavior?

Plugin does not disable.

What is the expected correct behavior?

The plugin becomes disabled.
