Priority 1 of the IEP convergence debt plan (2026-05-20)

Drives kernel adoption (consumer-side migration to @intentsolutions/core@0.1.0) across audit-harness, j-rig-binary-eval, intent-rollout-gate, and intent-eval-lab. Verifies the unification thesis (DR-010 Q3) in practice.

Acceptance: audit-harness kernel-shadow-check exits 0 in all 5 repos and 4 migration AARs are filed.
