Context

Plan 031 v7 (SAK audit-closure amendment) closes the 12 P0 cluster surfaced by the 2026-05-28 incremental Plan Audit. This issue is the umbrella tracker for SAK remediation work landing in intent-eval-lab (governance, dashboard, doc-singularity, specs).

Measures marketplace-tier isMarketplace rule CORRECTNESS against the skill-frontmatter corpus: 22/22 valid accepted (0 false-rejects), 11/11 in-scope negatives rejected (0 false-accepts), 7/7 out-of-scope negatives correctly deferred (type-errors + name-format are per-contract concerns). Foundation is SOUND -> audit C2 CLOSED for the foundation. CI-enforced via src/tests/schema-policy-eval.test.ts; scorecard at 000-docs/008-AA-EVAL-schema-policy-marketplace-tier-2026-06-09.md. CHARTER INPUT: requiredFields is skill-shaped; ISEDC Class-1 charter 8vq0 should ratify per-contract requiredFields specialization vs shared folds before the 6 per-contract schemas. Landed in intent-eval-core (not iel) because the measurement is code-anchored — evidence travels with the code. Gates green: check + test:coverage 100% + build + harness:verify.
