Add option for swqos on private validator with multiple validators connected

For swQOS, one can use the --forward-all flag to forward packets outside their leader slot. However, if one has multiple validators connected and wants to use swQOS, using --forward-all will forward that packet to all of the connected validators.

There should be an option for selecting which validator packets are forwarded through for swQOS
