Surface upcoming automated transitions in list views

Context

Users should see when an item's next transition is automated, at workflow and
article level (view-only; not per-article scheduling).

Tasks

• Add an icon/indicator on the article list where the manual transition button
  is, when the next transition is automated (disable the manual action there).
• Show "next transition" info at the workflow level.
• Confirm the source of truth for "next transition" (ties into Issue 8).

Acceptance criteria

• An editor can tell at a glance that an item's next move is automated and when.
