cps3: restore CPS3 timings

The CPS3 core is currently using CPS1/2 video timings for better compatibility with consumer TVs. This changed the refresh rate from 59.59Hz to 59.64Hz.

We need a better long term solution with the right refresh rate and good compatibility with consumer TVs.

Although it has been modified to behave like CPS2, it is not quite the same. If Double Scan is enabled for 31 kHz monitors, it produces a double image. This does not happen with the CPS2 core.

When enabled double scan, it produces a double image on both the analog output and HDMI. The only way to fix it is by using a custom video mode.

That is a bit surprising. Did you find a custom video mode that works? Can you share it?
