chore: replace ts-node with tsx and bump uuid

Switch the backend dev script from ts-node/ts-node-dev to tsx watch
for faster reloads, and bump uuid from ^9.0.0 to ^14.0.1. Also make
the chat popover width responsive (w-72 below sm, w-96 at sm+).
