[EngSys] Agentic Workflow tweaks (Azure#58324)

The focus of these changes is to retain the comment
added by agentic triage when the end-to-end triage
is not successful to provide insight into the labeling
and ownership decision process.  In addition, the
workflow runtime has been updated to the latest.
