MathOptInterface version pinned in Project.toml

Hey @odow - wondering if we can unpin that version? Is that pin (and others) really useful?

actually just realized I misread the MOI line MathOptInterface = "1.21" as forcing it to be 1.21 but it's not that. hmm back to the drawing board on why I am getting weird package manager issues on a package using MiniZinc.jl! Sorry for the noise

It's probably because MiniZinc_jll depends on HiGHS_jll. I'll update MiniZinc_jll
