Hello, I'm part of a 6 person group of 2nd year Engineering students from the University of British Columbia (UBC) who decided to tackle this project as our 4 month long 2nd year capstone project. (We are in Integrated Engineering which does a capstone every year). We presented the project at Design and Innovation Day (DAID) a few weeks ago.
We had a budge of 200$CAD and used a donated Ender 3 V2 as the base, we managed to reuse almost all the parts from the Ender 3 aside from the bed and the control board. For the control board we used the Fly Pro Ultra instead on the E3 and designed the printer around the Ender 3 parts using the original layout. The project went well and we got it printing to a acceptable degree, we also managed to implement a heated bed using an Arduino thats separately attached to the bed. We didn't use the ender bed because of size and budget constraints.
Overall We had buy new linear rails, new control board, longer extruder tip, 1 stepper motor. I really like the idea of making an Ender 3 conversion guide as it simultaneously keeps the cost of this project down and promotes upcycling.
If you do have an ender 3 laying around I think this is doable for under 150$CAD
Currently I am left with the printer and I am looking to finish up the documentation for this project by either filling out the repo I have for our project or adding to this repo. I hope that this will make the project more accessible and also to document some of the issues we ran into so people dont repeat them.

There has also been lots of ideas to improve the design, but I will mostly be working on this by myself from now on so I am dont know when I'll get to that.
