Updates Ruby from 3.1.3 to 3.3.10 and updates all dependencies to address
18 security vulnerabilities including:

Critical:
- nokogiri: 1.13.10 → 1.18.10 (multiple libxml2 CVEs)
- git: 1.13.0 → 2.3.3 (command injection CVEs)

High:
- activesupport: 6.1.7.2 → 7.2.3
- cocoapods-downloader: 1.6.3 → 2.1 (command injection)
- aws-sdk-s3: 1.117.2 → 1.208.0

Also adds arm64-darwin-24 platform support for CircleCI compatibility.
