[openapi-schema-validator] Add support for OAS v3.1.0 schema #837

Support validating v3.1.0, not just v3.0.0.

It's probably just a matter of adding this: https://github.com/OAI/OpenAPI-Specification/blob/main/schemas/v3.1/schema-base.json (not sure)
