CA state registry clean up - scale up falures registry

Currently ClusterStateRegistry is a huge struct with single mutex. We could separate scale up failures registry which could be updated outside of ClusterStateRegistry leveraging NodeGroupChangeObserver interface and chain processors call.

If SIG Autoscaling contributors determines this is a relevant issue, they will accept it by applying the triage/accepted label and provide further guidance.
