helm is not installed in kicbase image

The helm command is not installed in the kicbase image. It will be installed when enabling a helm based addon (curently traefik). We want to install it in the kicbase image for consistency with the ISO image.

This is nice to have, can wait for v2.0. We can add this to 1.39 if someone want to pick this up in the next 2 weeks.
