Get an Actions Build Setup for PyInstaller

Due to some constraints with the project Nuitka wasn't yielding the results we want. PyInstaller has been a lot more suited and has built a lot quicker. We will need to implement this for CI/CD pipeline.

• Migrate PyInstaller packaging and release processes into GitHub Actions workflows.
