fix: remove invalid root pnpm-workspace.yaml breaking CI install

The file only contained allowBuilds placeholders without a packages
field, causing ERR_PNPM_INVALID_WORKSPACE_CONFIGURATION. This repo
uses a single-package layout at Dechat/dex_with_fiat_frontend/ and
does not require a workspace file. Mirrors fix from b77afe0.
