feat(frontend): add a skeleton loading state to ToastProvider.tsx

Dechat/dex_with_fiat_frontend/src/components/ToastProvider.tsx.

Acceptance criteria

• Change is implemented without regressing existing behaviour
• Works in both light and dark themes (ThemeContext)
• Respects prefers-reduced-motion where animation is involved
• Unit tests cover the new behaviour
• pnpm typecheck, pnpm lint and pnpm test:unit pass
